Recipient Organization get support from PACD cocoa

A total of 12 Recipient Organizations (ROs) has been successfully awarded matching grants under the PNG Agriculture Commercialization and Diversification Project (PACD) – Cocoa Component, aimed at strengthening rural agribusinesses and improving value chains across the country.

The matching grants fall under Component 3.2, which is specifically designed to support business groups and micro, small, and medium enterprises (M/SMEs) working directly with farmers in priority commodities. The initiative focuses on improving aggregation, logistics, processing, and marketing to increase competitiveness and commercial viability.

According to Project Productive Partnership Coordinator, Mr. Martin Powell, the primary goal of the matching grant program is “to strengthen supply chains, enhance productivity, and improve the sustainability of rural enterprises.”

He explained that two calls for applications were made in 2024, followed by a supplementary call in 2025 due to high interest. Applicants were first required to submit an initial proposal. Those deemed eligible through the screening checklist were then invited to prepare detailed business plans for final evaluation. “These plans underwent two independent assessments — one by the Technical Assessment Committee (TAC) and another by the Industry Coordination Committee (ICC) before final approvals and contracting,” Mr. Powell said.

Out of all applications received, 12 organizations were confirmed eligible. These include five business groups and seven M/SMEs, operating across diverse sectors such as cocoa, vanilla, coconut, poultry, spices, and piggery. Under PACD’s matching grant guidelines: Cooperatives contribute 20% of project costs. M/SMEs and Limited Companies contribute 40% PACD then covers the remaining portion.

Implementation Progress Micro, Small, and Medium Enterprises Development Officer, Ms. Rickie Danielle Pinia, confirmed that all 12 funded ROs are currently in various stages of project implementation. She reported that the total matching grant allocation amounts to K2,879,212.92, with PACD contributing: K1,956,764.52, ROs contributing: K889,035.99, PACD matching expenditures to date: K80,064.09 and total expenses to date: K109,948.85.

Ms. Pinia stated that the team is pleased with the progress so far, noting that the support has significantly helped organizations expand their agricultural operations. She added that seven ROs are currently in the procurement stage, while five are finalizing financial commitments before commencing full implementation.

“With the project closing date approaching, timely implementation is challenging. However, there has already been substantial progress on the ground. The expected project completion date is April 2026,” Ms. Pinia said. From the 2025 supplementary call, an additional seven ROs are in the contract drafting stage and will begin implementation soon.

The 12 successful organizations under the PACD Cocoa Component are: Shadowes Cocoa Reviver, Travel Mart Limited, Maura Business Group, DJ Organics Bougainville, Vudal Vunapalading Cooperative Society, Margentha’s & Juvanille Training Service, Nakama Agribusiness Group Incorporated, PNG Solardry Limited, Nawruz Solutions Limited, Hilansirik Beach Services, Rest Piggery Limited, PNG Professional Trainers Association Inc.
